shell out : pay a specified amount of money, especially an amount that is resented as being excessive
つまり、必要なお金を払う、(しぶしぶ)大金を払うという意味になります。

意味：希少なゲーム内アイテムがリアルマネーで取引されたり、人々はレベルアップしたキャラクターに大金を支払ったりしている。
