つまり、(困難な問題への直面、重要な決定を)先延ばしにする、延期するという意味になります。

意味：しかしリプロダクティブ・ライツ支持者は、すでに複数のソースから(避妊に関する)集計データを取得しており、政府の動きは不必要に(経口避妊薬に関する)問題を先延ばしにしているだけだと主張している。
