オックスフォード英英辞典によると、

in the cards  :  possible or likely

つまり、たぶんありそうな、起こりそうなという意味になります。

ニュースでの使用例

"A stable flow in the number of foreign arrivals sought by Japanese society isn't in the cards."

意味：日本社会が求める外国人入国者の安定した流入は、まだ起こりそうにない。
