the short end of the stick :  an outcome in which one has less advantage than others

つまり、不利な結果、貧乏くじという意味になります。

"Japan got the short end of the stick in terms of being hit by a pandemic."

意味：日本はパンデミックに見舞われたという点で貧乏くじを引いた。
