英英辞典によると、

on the premises  : inside a building or on the area of land that it is on

つまり、構内で・場内でという意味です。

ニュースでの使用例

"The children often require family members to both commute with them to and from school as well as accompany them while on the premises because of a lack of medical staff there to provide necessary care on site"

意味：子供達はしばしば、家族に一緒に通学することを必要としたり、学校内で必要なサポートを提供する医療スタッフが不足している為に付き添いを必要としている。
